I am experiencing topic submission errors when forum is moderated and outgoing mail issues. Based on the version given to me at Godaddy.com should I wait or load the most recent software?

I can only see the first initial board and do not know how to connect with the secondary boards.

When I create a new foruYetAnotherForum 1.9.1.2m and want to assign it under a high order forum (e.g. State is the parent and a town in that state would e the child I find the pull down menu doesn't show all of the forums. It only shows two of the 15 and I can't assign it under the parent.
