I meet the current problem on 1.9.3 (I still work on one computer in development phase).

I want the admin to create polls on users topics.
In the settings (masks and roles), the admin has Poll and Vote rights. Registered users just have Vote.

When the admin creates the topic and directly adds a poll, it works fine, the poll appears, and a registered user can vote.
If a user creates a topic, and that the admin then edit it and create a poll, the poll does not appear and nobody can vote.

'Poll Votes Dependant on IP' option is not enabled.

Any problem in my settings?
