Now ,when i login the forum as member ,i post a topic
i moved the topic to anther forum. then i login out ,and as a guest ,i view the topic
and found the guest can delete,qutoe,edit and so on.
i thinke this is a bug ,when move the topic ,the user'role is losed ,
sorry ,i poor english

just tested in 1.9.3, no such bug on my end. but I am only an admin, not the root admin.
EDIT: seems posting was off for guests. I'll try it with posting on next.
